Facility Siting Studies

Smith & Burgess specializes in providing comprehensive solutions for facility siting studies, ensuring facilities understand the risks associated with their processes and the physical placement of equipment, piping, and buildings. This information helps facilities manage risk and constitutes Process Safety Information required by OSHA regulations and EPA Risk Management Plan (RMP) rules for covered processes. Our services encompass consequence modeling for fire, toxic release, and overpressure scenarios that could impact processing units, facilities, or off-site areas. We offer dispersion modeling, quantitative risk assessments, and assistance with RMP submittals.

Facility Siting Services with Smith & Burgess

At the beginning of our process, we work to understand the facility's needs and the project's objectives. Once those are known, we create an execution plan with risk criteria for approval. We then gather the necessary information to thoroughly analyze your site and evaluate potential concerns related to fire, explosions, and toxic substance releases.

Dispersion Modeling

Sometimes, all that is needed is a simple dispersion model to determine the acceptability of a release. Whether the release is from a vent, a relief device, or a flare that has gone out, our engineers can model releases for concerns related to toxicity, flammability, or a combination of the two (e.g., H₂S) using approved EPA methodologies for RMP submittals and facility siting studies to meet RMP requirements.

Quantitative Risk Assessment

We determine the risks associated with the current facility and site layout using advanced software tools and time-tested methodologies. We can also help with the location of buildings and structures within the facility to minimize risks. Additionally, we assess off-site impacts on the community to ensure safety. This analysis may involve utilizing tables and charts, consequence modeling, or Quantitative Risk Analysis (QRA). After identifying potential risks, we will work with you to develop mitigation strategies that address any intolerable risks.
